When reading this ordinance keep this in mind. When Bob Bradshaw was riding his his golf cart to Arnold's, the La Grange Police Department got a ruling from the Missouri Attorney General that states that a "MOTOR VEHICLE" is any vehicle that a person can ride in or on and or has a motor in it or on it. The Police got a ruling that a riding lawn mower is a motorized vehicle as well as a tractor - fire truck - car truck, tractor, motor bike - motorcycle - 3 wheeler - 4 wheeler - golf cart ect.
PLUS
any part of the above such as a spare tire - camper shell - tail gate - mower deck - snow plow ect. are parts thereof.
Now read the Ordinance.
ORDINANCE NO 515
AN ORDINANCE OF THE CITY OF LAGRANGE Missouri. AMENDING ORDINANCE 240.190 REGARDING ABANDONMENT OF MOTOR VEHICLES
WHEREAS, in order to enhance the public safety and welfare if the residents of the City of La Grange, it is found desirable for the City to enact and adopt an ordinance which prohibits the abandonment of motor vehicles upon public or private property, to prevent the attraction and creation of habitats for vermin and rodents; and
WHEREAS, the existence of abandoned motor vehicles negatively affect the property values of adjacent properties; and
WHEREAS, the unrestricted legation and abandonment of motor vehicles will be detrimental to the public health, safety, comfort, race, morals and welfare
of the citizens of the city of LAGRANGE, Missouri;
BE IT ORDAINED BY THE dirty COUNCIL OF THE CITY OF LAGRANGE, MISSOURI,
as follows:
SECTION 924.110: ABANDONMENT OF MOTOR VEHICLES
A.. It shall be unlawful for any person or persons to abandon any motor vehicle or part thereof upon any street, alley or other private place or property within the City of LAGRANGE.
B. A motor vehicle shall Ix deemed abandoned within the meaning of this Section. if:
1. Any motor vehicle or part thereof which shall be parked or remain at the same place on any sheet. alley or other public place in the City of LAGRANGE for a single continuous period of forty-eight (48) hours or more; or
2. Any motor vehicle or part thereof which is not covered with a fitted motor vehicle cover or not housed in a suitable garage, structure or enclosure and which shall be parked or remain at the same place on any private property in the City of La Grange for a single continuous period of six (6) months or more.
C: Any motor vehicle abandoned with the meaning of this Section shall be removed by the City at the expense of the owner therof.
D: Any abandoned motor vehicle removed as herinabove provided, shall be impounded by the City until claimed by the owner, or until thirty (30) days after such removal, whichever is earlier.
E. Upon removal of any abandoned motor vehicle as hereinabove provided, the Chief of Police shall exercise reasonable diligence in attempting to d termite the identity of the owner thereof and in attempting to notify such owner of the removal and impoundment of said motor vehicle.
F. In the event any such abandoned motor vehicle is not claimed by the owner within thirty (30) days next following removal of the same, the same shall be sold by the City, and the proceeds there from shall be used to defray the expenses of the removal of the same.
G. In the event the owner of any such abandoned automobile shall claim the same, it shall be delivered up to him forthwith, upon payment by such owner of all expenses in connection with the removal of such abandoned motor vehicle, together with such penalty and court costs as may be assessed for the violation,
if any, of this Section.
H. Every person convicted of a violation of this Section shall be deemed guilty of a misdemeanor and shall be punished by a fine of not more than one hundred dollars ($100.00) plus costs and expenses for removal.

ORDINANCES IN CONFLICT: All Ordinances or parts thereof in convict with or inconsistent with the terms of this Ordinance are hereby repealed.
FULL FORCE AND EFFECT:
This Ordinance shall be in full force and effect from and after a copy of the proposed Ordinance has been made available to the general public by posting a copy thereof in the City Office, 1 18 S. Main Street, LaGrange, Missouri, after it has been read by title two (2) times before the City Council of the City of LaGrange, Missouri, and after it has been approved by the Mayor
of the City of LAGRANGE, Missouri.
