The LaGrange City Council met in session on Monday evening January 10,2000 at 7:00 p.m., with Mayor Harold L. Ludwig presiding and the following Council members present: Ayers, Burbridge, Lowe and Sherwood. Martin and Wiewel both called stating they would be late.
*Copies of the minutes from the December 13,1999 meeting were given to the Council Mayor Ludwig asked for additions or corrections. Sherwood motioned to accept the minutes. Lowe second the motion~ Motion carried all four yes.
*Copies of the minutes from the December 20,1999 special meeting were given to the Council. Mayor Ludwig asked for any additions or corrections. Lowe motioned to accept the minutes. Sherwood second the motion, Motion carried all four yes.
*A listing of bills were given to the Council Mayor Ludwig asked for questions or comments. Ayers motioned to accept and pay the bills. Lowe seconded the motion. Motion carried all four yes.
*Copies of the Treasurer Report were given to the Council Mayor Ludwig, asked for questions or comments. Sherwood questioned the amount of water loss. City Clerk Spindler stated J. Vaughn had came in after the Council information was sent out and stated he had not written down 125,000 gallons of water for flushing the hydrants throughout the City. The new total for water loss should be 255,450 gallons. A corrected copy will be made and -I to the Council Ayers motioned to accept the report Sherwood second the motion, Motion carried all four yes.
Visitor: Neal Maune representing Mark Twain Gaming, on behalf of John Morthland, was present and Mayor Ludwig turned the floor over to him. Maune read a faxed report from Larry Seckington stating Mark Twain Casino has signed a financing term sheet with Miller & Schroeder Financial, Inc., to provide the debt financing for the Casino project. They expect the loan documents to be negotiated and finalized by the end of February, 2000. A dockside hearing has be set for January 14,2000 in Jefferson City and Seckington is requesting the Mayor to give testimony. Seckington has requested that Mayor Ludwig come to Jefferson City on the evening of January 13,2000 to discuss testimony for the hearing. The Gaming has authorized the architect to revise the site plan and floor plans and expect these plans shortly. Copies will be forward when they have the~ The Gaming Company is waiting for the survey, topography and Phase II Environmental from their engineers. Maune stated if there were any new developments they will keep the City informed.
*Committee Reports: Fire Chief Heindselman stated they had a bill for a light bar. Fire Chief Heindselman stated the fire bar they had for the tanker, was not working and J. Ellison had purchase extra bars and they reworked one of those and installed it on the tanker. Fire Chief Heindselman stated the bill was for $50 and he would like to have this taken out of the Fire Misc. Sherwood asked if the work was already done. Heindselman stated yes. Ayers motioned to pay the bill of $50 and take the money from truck expense. Burbridge second the motion. Motion carried all four yes.
*Mayor Ludwig asked for any further committee reports. No further reports were received.
*Unfinished Business: Mayor Ludwig stated the City had received a letter from Coast-to-Coast Communication, stating they would come to the City for free and do a survey for emergency sirens. Ayers stated he thought they had already done this. City Clerk Spindler stated they had come into City Hall and gotten a City map, but the City has never heard anything from them. Fire Chief Heindselman stated everyone he has talked to was impressed with the service provided by Coast-to-Coast, and he does not understand why they dropped the ball. Mayor Ludwig stated he would get in contact with them again and see what they need.
*Ayers stated the truck that the Fire Dept., had gotten from the Police Dept., needed to be turned into a brush truck. Ayers stated in respect to Burbridge the Fire Dept., could not wait any longer to finish the truck. Fire Chief Heindselman stated they were going to mount the tank on a skid where it would be moved from the truck when needed. Fire Chief Heindselman stated at present
They were waiting on a tank and two rails, and hopefully by next Council meeting the truck will be finished.
Emergency Management Meeting: Mayor Ludwig stated the City had received information of a meeting going to be held in Kirksville and he wanted to know if the Council wanted to send someone. Ayers stated there is a committee of the Mayor and two Councilmen that should attend this meeting. The meeting is to be held Wednesday, March 01, 2000 with registration beginning at 8:30 a.m., presentations starting at 9:00 am. to 12:30 p.m., lunch hosted by SEMA from 12:30 p.m. to 1:30 p.m. and then a question and answer form from 1:30 p.m. to 2:00 p.m.The meeting will be held at Days Inn, Hwy 63, South. Burbridge stated they should talk with Wiewel. Sherwood stated someone should go, and stay on top of the programs. Ayers stated at least two people should go. Mayor Ludwig stated if neither Burbridge or Wiewel could go he was planning on attending himself.
*Bids received for rock hauling: Robert Cottrell Trucking hauling from Taylor to LaGrange $2.60 per ton, signed Bob Cottrell and Ted Sturhan. - Frank Berhorst Trucking delivered to LaGrange from Taylor of $2.50 per ton, signed Frank Be horst -Hoewing Trucking hauling rock from Taylor to LaGrange of $2.15 per ton, signed Scott Hoewing. -Sutter Trucking & Excavating, Inc hauling only from Central Stone Plant #39- Taylor, $2.40 per ton -Pierce Trucking rock hauled from Taylor, MO to LaGrange of $2.85 per ton, signed Jim Pierce. Sherwood motioned to accept Hoeing bid of $2.15 per ton Burbridge second the motion~ Motion carried all four yes.
*Bids received for the old tanker truck: Hartley Tasco - $200, Glen Schroeder - $300 and Ed Cox - $250. Ayers motioned to acceet Schroeders bid of $300, pending approval from the Rural Fire Association board. Lowe second the motion, Motion carried all four yes.
*Discussion of the Maintenance building and Fire Station~ Before discussion was held Mayor Ludwig asked for a motion for a five minute recess. Lowe motioned to take the five minutes Recess. Burbridge second the motion~ Motion carried all four yes. Lowe motioned to go back into open session. Burbridge second the motion, Motion carried all four yes. Mayor Ludwig asked for a motion to go into closed session to discuss personal. Ayers motioned to go into closed session~ Burbridge second the motion~ Motion carried all four yes. Ayers motioned to go back into open session. Burbridge second the motion, Motion carried all four yes.
Mayor Ludwig stated he would like a motion on the discussion held in closed session. Ayers motioned to hire Ed Ensor to over see the building projects of the Maintenance building and Fire Station.

Ayers stated the City will pay Ensor should he agree the amount of $4,250 in three installment payments, with the first payment after the project is started, the second payment when the project is half completed and the final payment when the projects are completed. Lowe second the motion. Motion carried with the following roll call vote. Burbridge YES, Sherwood YES, Lowe YES, Ayers YES. Ensor was present at the meeting and agreed to the amount stated. Mayor Ludwig stated he had contacted David Day from the State Highway Dept., and he had come to the City to look at the drive going into the City's property where the buildings are to be built. Mayor Ludwig stated that Ensor and himself had discussed asphalt or concrete in the drive way. They both felt that the asphalt would move and the concrete would make it to slick. Mayor Ludwig stated they would like to make the drive way straight off of Route C, with cutting off the bank and sloping it. David Day thought it that would be a good idea. Accordinntact with Nathan Lehenbauer from Ameren regarding doing away with their drive and making a new drive. Lehenbauer stated he was going to get in contact with someone m this field and he would have them contact Mayor Ludwig. Mayor Ludwig stated the bank would have to be the first thing done, because if they tried to use Ameren's drive they would tear it up. Mayor Ludwig stated that the plumbing needed to be laid out before any hauling of rock. Ensor stated it should be in place and buried instead of placing the rock and then having to dig it up again.
YET, THAT IS EXACTLY WHAT THEY DID. NOW THEY HAILED DIRT AND PILED IT ON THE ROCK.
Discussion was held on the pit for the pump station and the location. Ensor stated he had contacted local contractors regarding their cost to erect the buildings.
Ensor had received prices for materials from Bleigh, Michael Steel Co., A & 3 Steel Products and Connor & Co. Ensor also had gotten bids from local lumberyards on their prices for a vapor barrier. Using totals received from local bidders to erect one building and figures from his own construction business it would cost $14,921.00 for 10 spread footings 3' x 4' by 18" inches thick 5000 square feet of six inch concrete with thickened edge 40 by 100 foot apron six inches thick total concrete 180 cubic yard at $11,700.00, materials received from the local contractor listed above of $3,241.00. To install drain, guard post and pour concrete at .90 per square foot the total would be $8,600.00 for a total cost of one building being $23,521.00. Ensor had gotten a quote from Bleigh to purchase one building a cost of $30,774 and to erect the building without concrete the cost of $30,805. Universal Steel quoted a price of $44,702 for two building pack. Universal Steel would request a $11,OOO down payment to hold the cost of the buildings and this would keep the cost at the current quoted prices. To have the building erected by this company they quoted a price of $2.00 per square foot for a total of $10,000 to each building. Ayers motioned to purchase the two buildings from Universal Steel at $44,702 and use their company for the erection of the buildings of $10,000 each. Burbridge second the motion. Motion carried all four yes. Sherwood motioned to have Mayor Ludwig and the City Clerk to enter into a contract with Universal Steel and to send down payment on request of $11,000. Ayers second the motion. Motion carried all four yes.
Sherwood motioned to proceed with the preparation of the groundwork needed before the pouring of concrete, such as plumbing rock and other needed items. Lowe second the motion, Motion carried all four yes.
Ensor asked if I Vaughn could find out the depth of the sewer line at Robert Cottrell Ensor stated this would help to determine the size of the pump and other material needed.
*Base radio for the Fire Dept - Ayers asked about getting a base for the Fire Dept., since the Police Dept, was still using their. Mayor Ludwig stated this matter could be discussed more in the Finance meetings. Fire Chief Heindselman stated he had spoken to Gem Electronic about using the Police Dept, radio and there would be extra cost to get this switched over and he felt the matter should be looked into further. No further action was taken.
*Repair cost on one mobile radio and 3 portable. Fire Chief Heindselman stated Gem Electronic quoted around $250 to get the radio up and running Mayor Ludwig stated this matter needed to be brought before the Rural Fire Association Board. No further action was taken.
*Special Road District: Sherwood asked if a signed contract was ever found between the City and Special Road District. Mayor Ludwig stated no. Sherwood motioned to have the City Attorney start looking into matters that would get the 9/10 of a mile back in the City's hands. Ayers second the motion. Motion carried all four yes.
Mayor Ludwig stated the City does have an ordinance where the City can maintain a road outside of the City limits as long as it was within one mile of the four way stop. Mayor Ludwig stated he had also spoken to D. Day regarding extending 3rd street on out and he did not think there would be a problem, but he would check regarding the State right of way.
Wiewel arrived at 9:05 p.m.
*New Business: Mayor Ludwig asked the Council about placing an ad in the paper for next mowing season. Sherwood motioned to place an ad in the paper for bids. Lowe second the motion~ Motion carried all five yes.
*Marina discussion: Mayor Ludwig stated he and Mike Lowe had been approached by Mr. Cooty about the City getting a marina that would handle 60' boats or longer. According to Cooty, Quincy will no longer allow boats of this size in their marina, and he and several other have to go to Louisiana or St. Louis for slips. Discussion was held on the Port Authority already going to do a study on having a marina. Mayor Ludwig stated they had done a drilling down by Triangle property and they had ran into a rock ledge. No further action or discussion was held.
*Mayor Ludwig stated B. Carskadon had approached him about moving the water meter down by his house. Carskadon stated he had raised his property above the flood plain and it would benefit the City to move the meter at no cost to him up by his house. Mayor Ludwig stated he had also stated he was going to have another meter installed for possible rental property. Mayor Ludwig stated Carskadon did not feel he should have to put up the deposit that is required since he always pay's his bills on time. Sherwood and Lowe both stated the City has a policy regarding moving of meters and installing new lines. Mr. Carskadon should also comply with the policy the same as anyone else.
Martin arrived at 9:10 p.m.
*Mayor Ludwig asked who of the Council planned on attending the meeting in Jefferson City regarding the dockside hearing. Lowe, Martin and Wiewel raised their hands. Mayor Ludwig asked the Council about have both Clerks attend this meeting, since they are the one who will be answering phone calls, or just having the City Clerk attend. Wiewel motioned to have the City Clerk attend this meeting also. Lowe second the motion. Motion carried all six yes.
*M. Slater training: Mayor Ludwig stated Slater would be going to training on the eleventh of this month and discussion was held on what vehicle she would take. Mayor Ludwig asked Chief Baker if Slater would be able to use the Chevy Police car. Chief Baker stated he did not have a problem with it.

*Lowe motioned to go into closed session regarding personal. Sherwood second the motion. Motion carried all six yes. Lowe motioned to go back into open session Burbridge second the motion. Motion carried all six yes.
*Mayor Ludwig asked for a motion on the discussion held in closed session. Ayers motioned to offer $6.75 starting wages for the full time dispatcher position and .50 cent increase after their probation period. Sherwood second the motion. Motion carried with five yes and Martin abstaining.
Having no further business before the Council. Sherwood motioned to adjourn the meeting. Ayers second the motion. Motion carried all six yes.
