Tonight, I attended a meeting with several citizens of La Grange. The meeting was held to count the signatures of the people who signed the petition to have the State of Missouri come into La Grange and do a full State audit of the City finances before the City hires a City Administrator. With 7 of the 10 petitioners presenting their names we came up with enough names to get the State to do the Audit. The group voted to add another 20 to 30 names to make sure that the State knows that the people of La Grange want it done.
Today is catchup day. Friday nite the City Fire department answered a call to the Casino to a car on fire. And the new chief seems to be taking the reigns of the police department and took away the radar gun from Sergeant RR. It had to happen, and the hot doggers need to find another place to play. As I keep saying, sooner or later the Casino big wigs will put a stop to all the stopping of all the patrons of the Casino.
WELL, You knew it had to happen. You know the ANTHRAX scares? Well, La Grange got its anthrax scare yesterday. Rumor has it that an elderly lady put on too much makeup and some of the "powder" got on here SS check envelope and she went to the bank to cash her check, and GUESS WHAT?
Yep. Now just put it together. Scare. Powder. Anthrax scares. Bank employees. And the La Grange fire department. Bank closes for an hour or so. The senior citizen is cared to death. Then mad. Now, the City doesn't have a HAZ-MAT suit, but the rumor around town was the Fire Chief made one out of two plastic garbage bags. I guess he got that from dad at the legion hall Halloween party where he danced around the floor with a plastic garbage can over his head.
In regards to the Petition to have the State come in and audit the City's books, rumor has it that they have the required 25% signatures needed. But, some of the 12 petitioners want to get more signatures than needed to show the Mayor that it isn't just a few. If someone hasn't contacted you about signing the petition and you want to help out call or send an email and I will get someone to contact you. One petitioner asked what will happen if the Mayor jumps the gun and calls the State himself to have it done. I just said it will make him look good, but I know that won't happen. Get the other ten signatures.

The La Grange Community Youth Center baked food sale was considered a success today.
Emails and phone calls are down to two things. One is the Restaurant at the Casino. Here it is.
My family had a enjoyable time at the La Grange casino last night. The food was delicious, and just as you said, had to get a doggy bag to take home the uneaten. Didn't win anything big, but did have a good time. The restaurant and the casino were both very busy. The manager of the restaurant was really busy, and very nice. Wanted to be sure we were getting the best service. The casino was very crowded. La Grange could have so much going for it. Visiting with some friends, it sound like the town is starting to pull together. La Grange has lots going for it. Sure hope so.
Then, Sunday am was a disaster for the Casino Restaurant. A couple of people didn't show up and the service went into a tail spin.
The next is about the POLICE.
Hey Jerry after I talked to you, I went outside & it wasn't Officer Duey it was his buddy the other young cop. After all of us went outside to see what was going on, he let Marcus Mays (driver) go, I guess the Officer didn't want any witnesses. The young driver came over to talk to us I asked what was going on? He said he just wanted to be a "dick". He said he got pulled over because he didn't come to a complete stop at the 3-way stop at 7th & Pierce. Marcus said he didn't have reverse so he couldn't turn around.I work in Quincy & the word on the street is not to come to LaGrange, the lady that I work with her husband use to go religiously to the casino but no more, he use to come everyday on his lunch hour, but he's afraid to being harassed. He's afraid they will "invent" a reason to be pulled over, its time the bull-shit stops. What can we do? I have noticed that the parking lot at the Casino has become thinner & thinner. I hear alot of bad things about La Grange anymore its ashame we had a good thing going now its ruined. Those people won't come back either. I can't beleive such stupdity! Wait a minute... YES I can!
A note on this email. Number one is the Stop sign at 7th and Pierce is an illegal stop sign. One of many signs in La Grange that were put up illegally by the Mayor and Police.
Another emailer who wanted me to just put up that he wants to know why the NEW LIEUTENANT isn't doing anything about the COPS stopping everyone. The emailer hinted that maybe the Lieutenant is still working for Baker. He really feels that Sergeant Roscher is still working for Baker.
I still say that sooner or later the Casino will be at a Council Meeting with a lawsuit.

Last night were calls in relation to the LAPD stopping a car with two cruisers with their spotlights on so people trying to get by and couldn't see. Tonight, the callers are calling about the chickenshit police officers. Not only are they using two patrol cars to harass the gamblers, they are so scared, they have to have two officers per car. The callers were talking about them making stop after stop after stop all evening. One caller said, can you just imagine that. We used to have one old man as night watchman when we had more businesses and people in town and he wasn't even afraid to get out of his car and walk the streets, and now the police are so scared, they have to double up in a car and have a backup car with two officers, and then he said, They were nothing but chickenshits.

8:30pm, three phone calls in relation to two police officers of the City of La Grange outside the City limits north of town having one car stopped. Both cars out in the road, all lights flashing, but the callers were mad about the big bright spotlights blinding them as they try get past the cars. The Mayor is tickled to death and the Casino loses another customer.
Someday, the CHAMBER OF COMMERCE/CITIZENS and the CITY COUNCIL are going to realize that the antics of a couple of the police officers is killing the local bars and now working on the demise of the Casino. Will they wait til the Casino closes up before they take action?

Petition for a State audit of the City of La Grange
A group of long time citizens of the City of La Grange met last evening to get up a petition to have the State of Missouri come in and audit the books of the City. Those attending the meeting agreed that this petition was not for or against any person of the City Government. They felt that the People of La Grange voted for a City Administrator and The City Council voted the Ordinance for a City Administrator, that the City and the new administrator should have a balanced set of books set up by the State Auditor to assure the City and the new administrator start out on an even keel.
This will also help the City Councilmen and Mayor have their finances in order for the incoming money from the Casino. There are over a dozen people with this petition and there are four businesses in town for any registered voter of the City to sign the petition. This petition is also endorsed by several of the Councilmen. Find someone with a petition and sign it before Tuesday October 30th.
In other news around town. The City Council last evening voted 6-0 to hire Ed Weathers to work for the City Street department.

Rumor has it that I was snookered by the North Ward Councilman. What was seen at the public part of the Council Meeting was fluff. What was said in the closed part of the Council meeting clearly shows this Councilman is on the wrong track and shows his dark side. Mr. Powers, Your buddy baker is gone, let's get on with the show and work with the other Councilmen and especially the new one.

Tonight, I attended another Council meeting. I have to say that this was one of the most civil, quiet, get along meeting I have attended in along long time. Even the North Ward councilman seemed to see the light. Elaine White was sworn in CLICK HERE by Mayor Pro Tem Steve Griesbaum. And Mr. Griesbaum did the right thing right off the start by asking for a moment of silence for the victims of the Sept 11th tragedy, the firemen and our servicemen. What can I say, it was a great Council meeting.
The Council voted to help the La Grange Community Youth Center and even the City Attorney helped make it work. It is about time the City started supporting the youth of La Grange.
One thing is, I still see no reason for every police officer to attend the Council Meetings. The Chief should be the only one to attend, the others should stay home and rest.
For a hundred years, the order to pass and Ordinance was it to be read three times at three separate monthly meetings. This requirement was so the PUBLIC/VOTERS could have time to see the Ordinance and give their opinions to their Councilman. BUT, our most intelligent City Attorney from Ork, says, read the title only three times at one meeting. That's good enough, the PUBLIC/VOTERS don't need to know anything. They are stupid. So they read the title to Ordinance 411 3 times and even the people who attended the meeting didn't know what all it said. We did hear Powers find two incorrect things, but they were just scratched through and scribbled in and read on.
And then, someone brought up changing the Ward boundaries. That should have been done long ago and should be done before the next election. That really needs to be done. And they brought up annexing property into the City Limits. The Ciy Attorney this time used the State rules and regulations instead of an off the wall opinion of his own.
I keep receiving emails regarding the Casino. Most of them are about the restaurant, but several are about the police. Here is one about the restaurant.

My family and friends have been enjoying the entertainment that the Mark Twain Casino has given them, besides the jobs it has
given to others. We really enjoy the Clemen's Cafe. We haven't had a
family restaurant where we can take our friends out to eat like this since Pete's Boat House. It burnt down some time ago. Good food, fast
service, and good prices. That is what we have found at the Clemen's Cafe. We have always found it clean and neat, rather we are there for
breakfast, lunch or dinner. Very well organized. We give that credit to Mr. Jeff Haley. Only complaint that I have heard is there is too much
food to eat.. When we are there we see so many of the same customers. That only means that they are satisfy with the service
& food also. When you visit the Clemen's Cafe and see Mr. Haley, tell him Thank-you for all he has done and keep up the good work. I know I

Some of the scanner listeners call or send emails regarding 113 and 118. Several are worried that these officers will run off enough business from the Casino that the Casino will fail. They keep asking why the Mayor, the Council, the Chief, or someone hasn't fired these hot cops. Some are keeping track of the stops and say that 113 and 118 are stopping a lot of people from out of town which means people going to or coming from the Casino. Rumor has it that word is already out at other Casinos warning the gamblers not to come to La Grange or they will be arrested.

I had breakfast today, as every Saturday, with the Mayors brother at the Bird Nest in Canton. I was told that the Mayor had a heart attack and needed a splint inserted and will another in about a month. Brother was concerned about the chain smoking and said that tests showed the Mayor had had several others previously that were ignored.
I also had a close friend, Terry Childers have two heart attacks and will be operated on November 5th. It seems that there are several other people in La Grange with heart problems. Could it be the water? Maybe we need to pipe a little of the mineral well into our water supply.
While it is true that certain high placed, and high profile people on the East coast have been sent letters with anthrax, but little people in Quincy and Hannibal call in because they see white powder???? What kind of a terrorist would pick on anyone in our area? One who can't read a map or put in the wrong zip code?
Which brings up what's his name? Ah, Gregg something, you know the fire chief, head first responder. Where has he been? No see anywhere. Not even with this national emergency.
And then, a couple of businesspeople received a letter/DUN from the Chamber of Commerce/Citizens for next years dues. Each one said first off, "You never hear anything from the Chamber until dues are wanted, then you get contacted." One even said as I do, "the awards will be given by the ones who got them last year to the ones who gave them last year." Same o, same o. How many will Susie get his year? How many will Mary get?
Every year the Chamber sends out the fake letter that if you pay $25.00, you will be listed in their chamber pamphlet and if you don't pay the $25.00, you won't get listed. Then, they don't print the pamphlet, except last year they printed one for each member of the Chamber and everyone, even those who paid $5.00 to join got their name listed. The Chamber has been so unprofessional and under handed for so long, they don't know how to do it right. A person would almost had to believe Martini and Weasel were running it.

The big rumor around town last evening and talked about at the restaurant this morning was that the Mayor was taken to the hospital for what is thought to be a heart attack. Say a prayer for him and his family.
Rumor has it that the new chief has a problem with a couple of indians. It seems that whenever the chief is in town to oversee, they act like little angels. But, when the chief leaves, the little indians really tear up the town. Running through Casey's so they don't have to stop at the stop light like they make everyone else do, hot rodding up and down the streets. Stopping anyone that looks crosseyed. Maybe the new chief might want to sneak back into town in an unknown car and watch.
An emailer said he has nothing to do but listen to his scanner. he says he has been keeping track of stops by the LAPD, the Canton PD, Palmyra, Hannibal, Quincy, etc. His latest count shows that the LAPD makes more stops than any of the other Cities. He says that the LAPD makes 7 times more stops than Quincy PD. The other comparisons are even higher. 20 to 1 with Canton.

OK, you want to know who won the election yesterday. Well, there were 18 votes cast. 16 of the votes went to Elaine White. 2 Votes went to the Weasel. One from him and one from his wife. Rumor has it that the reason he didn't put his name on the ballot was that he and (pave my drive free) martini are planning to take over the Council at next years election.
In the minutes of the Council meeting there was a statement that the City put out bids for new computers and Gateway got the lowest bid. Gateway doesn't bid on two or three computers, they send a price sheet. Why do they lie, why don't they just come out and say they bought something from somewhere out of the City of La Grange. The Mayor has been screwing over the businesses in the City of La Grange ever since he has been a Mayor, why stop now? Those 184 voters will love him for it.

The KHQA TV NEWS reported this evening that 2 underage people were arrested by the Missouri Highway Patrol for being on the gambling floor at the Casino in La Grange this past week. Funny, no one said anything about it in town all week.
Rumor has it that at Monday Nites special council meeting, the Mayor had a run in with Councilman Rossiter. It seems the Mayor DOES NOT WANT a City Manager, even though the people of La Grange voted 4 to 1 in favor of a City manager. The argument went on for several minutes before councilman Henderson broke it up. The Mayor seems to be trying to get councilman Rossiter to stop getting things done that he should be doing and tried to bully councilman Rossiter into shutting up. Those 184 voters have to be tickled to death with their Mayor.
Another rumor has hit the emails is that the Mayor and City Hall are juggling bank accounts all over the place. Makes you wonder why a City clerk would want to stick out their neck that far. Several emailers think it is now time to get somebody to come in an do an investigation at City Hall.

The La Grange Community Youth Center had a Haunted House Thursday - Friday + Saturday evenings. Word is that about 300 kids came to the Haunted House to get scared. And scared they were. Even some of the mothers locked their car doors. Someone named Terry W. was even locked out of her own car. Rumor has it that this was one of the best haunted houses in the area. And, because the Mayor has seen fit to deny any funds to the Youth Center, the Youth Center will have another baked food sale October 28th on a Sunday. SO, after Church you need to stop by the Youth Center and buy desert for Sunday dinner and leave a generous donation.
One of the greatest icons of the La Grange area died Friday. His name is Noel Smith. If you lived around here long enough, you heard about Noel. He was a great guy and will be missed. Services will be Tuesday at the La Grange First Baptist Church at 2pm. Visitation Monday at the Davis Funeral home Monday from 4-8pm.

The Mark Twain Casino is getting its name out all over the Country. Rumor has it that some people as far away as California came "once" to the Casino. Rumor also has it that it is all over Catfish bend about the Casino in La Grange. A local, who went to Catfish Bend was told by someone there not to go to the Casino in La Grange as you will arrested when you leave. The word is getting out all over the area and tonight, people from California will forward the word there.
It is a shame that the Mayor cannot see the damage being done to the Casino by his cops. 184 voters have to be tickled to death to see their town get this terrible reputation all over the Country. Those same 184 voters have to be tickled to death that their Mayor has refused to acknowledge the tragedy in New York with a moment of silence at any Council meeting or even a proclamation like other city Mayors are doing. These same 184 voters have to be proud that their Mayor has time to spend hours at the Casino but not one moment in support of the SMART Group. Yet, La Grange has the two major industries that need the four lane highway the most. They ought to be most proud to have their Mayor reject any financial help to the La Grange Community Youth Center. Those 184 voters need to spend more money for ice cream to support their Mayor.

Rumor has it from Hannibal that the ex-chief is now in the construction business, well he is a "laborer" doing roofs and such for a company and his crew chief is not a happy camper. Rumor has it that the law enforcement field is going by the wayside, even though he has support out West from B.B.
Rumor also has it that the Mayor has rejected the City Councils proposal to give money to the La Grange Community Youth Center to help install the heating system. One remark was made that the Mayor was wanting to use that money to build his monument to himself, a new gazebo in the City Park.
When the Council oked the rock for Joe Schutte's alley, the talk around town was, well, another payoff for the support for the Casino to the rich. Rumor is that is kind of like the "winnings" of the prizes at the 4th bbq.
When you sell out your school, well, that is a great payoff. Support for the Casino gets just good payoffs.
Rumor has it that it is just a matter of time now before the Casino gets pissed about their customers being stopped constantly by 113 and 118.

Rumor has it that at the Council meeting last Monday night was very interesting. Rumor has it that the Mayor misplaced over $14,000.00 in his report to the Council. How many other financial statements have been given to the Council with such "Mistakes" and where does that money go? It makes a sane person wonder why over $150,000 is kept in a non-interest bearing account anyhow. Why isn't it invested and making money?? Maybe the Mayor isn't smart enough to do so?? And why is the water department in a negative $5000 balance, and has been for more than two months?? I get emails every week wanting to know how anyone can spend day after day gambling and still buy a new vehicle and not work. All I can say is that sooner or later we will see.
I had an anonymous emailer ask about a police officer being served papers by the County Sheriff with an ex-parte from a police dispatcher. The email was sent to be a backing for the ex-chief by stating it is the new chief that is at fault for something that happened before the new chief took office. Meanwhile the ex-chief has still been coming to town to his office across from the post office and meeting with his buddies. Rumor has it that is the reason for all the stops by 113 and 118.
I wonder where the Lieutenant's momma was with the hiring of the new employee for the street department. She had a classic case to work with this time, but I guess sonny wasn't involved so all the other blacks in town can fend for themselves.

Three more emails from gamblers that say that they fear the same that the email printed below, but did not wish their emails to be printed. One said he was very careful to come in from the South as I said and go immediately into the Casino parking lot. All three expressed the fear that a La Grange cop will search them and find their money and accuse them of being into drugs. It is just a matter of time before the Casino people have a talk with the Mayor and Council on this matter of the La Grange Cops stopping everyone coming and going. Last evening will watching "one" movie a cop made 4 stops. Cops with the number 113 and 118 are the ones that make the most random stops. Rumor has it that one cop bragged that he could write 50 tickets in one week.
One resident of the City said that these cops are scared to death all the time. They never ever leave their car except during a stop. They are afraid to walk any street in town, including main street. If there are any kids in the City park, these cops are afraid to get out of their car to talk to them, mostly the kids say that the cops drive by and stare at them.
It's only a matter of time. When you have cops with so much fear of the people like these cops, someone will end up hurt. You can only pray it will not be one of your own family.

The United States Attorney General ordered all police departments to their highest state of alert.
The La Grange Police Department took this to heart and two officers jumped into the police car and went straight to the Liquor store for instructions.
How about another email?
I am a high roller gambler and would like to visit your Casino. It sounds to me like I need to bypass the town (so as not to get falsely arrested and bankroll impounded). How can I get to the casino without having any "minor brushes with the law"? Should I bring my attorney along just in case? Do the police confiscate cell phones upon arrest? It's a shame that your town is missing out on the real benefits of the casino (people wanting to stay, buy gas, eat, etc.) because of the high handed tactics of the local constabulary and the casino misses out too, because high rollers like myself will stay away as long as they feel there is a danger of wrongful incarceration and confiscation of large bankrolls.

You can sneak into the Casino if you come in from the South. The Casino is at the very south edge. Turn as soon as you can to get on "private property" of the Casino. Then do as everyone else does, leave the same way. Minimizes risk of a DUI or DWI charge too.
One thing to remember "high roller", they are only traffic COPS, the do not do any other type of police work. Just ride around and stop people, most of the time for very minor minor reasons.
It is very reasonable that a "high roller" with a large amount of cash would easily be considered a drug dealer on the move. If a camera can set them off, you can imagine the furor a large sum of cash would cause.
BUT, Please note, the Mayor and Police have made it clear that the "Gaming Commission" wants all this police protection "for the Casino".

Hey Mr. Brandt. I am an old Quincy boy that has been misplaced among the world cities, due to the US Army. Having relatives in the Northeastern portion of Missouri, I have thoroughly enjoyed reading your gossip page. I have the Quincy Herald Whig and Hannibal's Courier Post earmarked as favorites on my web page, but your page is marked before their s, and even if I forget to read theirs, I never forget daily to check your page. Keep up the good work and don't forget to inform the out of state people of happenings in LaGrange. I find your page highly informative of happenings in that corner of Missouri. I have just returned from La Belle Mo. in the last two weeks, and even though I did go to your Casino two days in a row, I had uneasy feelings about going because of the local Gestapo. Guess I was just one of the lucky ones. Doesn't the local law enforcement officials and the city council realize that more people are feeling wary of coming there because of the gestapo tactics?
I had two more that were in reference to the Restaurant and the Casino. Both said the food was excellent, the service was very good and the prices were right. So far, I have received only good reports on the restaurant.
Now, back a few months ago, I printed a little tidbit about a weatherman was going to move to Arizona. Did you read about the weatherman on WGEM who is now decided to move to Arizona?
Whoever 118 is, he is a very busy person. He made four stops during one show last night. Two were people either going to or coming from the Casino. Sooner or later, the Casino people will be at a Council Meeting bitching. But, that is what they want. Personally, I think the police should stay down around the Casino and guard it like the Gaming Commission wants and leave the rest of us alone.

Now that the Councilmen for the people of La Grange have taken the necessary steps to clean up the police department, there are a lot of other issues that need to be taken up. The most immediate one is getting a City Manager that the People of La Grange voted overwhelmingly for a long time ago. Time is of the essence. And, now that the money is starting to come in and we don't have a City Manager yet, the Council should be contacting a professional investor to make sure this money is secure and makes interest as soon as possible. All the fund accounts will have to be gone over and changed and new ones created so they will know EXACTLY where the money is at ALL times. Based on what I have seen of City accounting that the Council gets now, they are COMPLETELY in the dark. And that is not acceptable. Every Councilman should be informed of ALL finances of the City at all times. Another item that needs to be taken up before the next Regular Election next year is the Wards of the City of La Grange. The present Ordinance has the City divided into three wards that equalized the population in the 1800's. The population has shifted to the North. It should be relatively easy for the City Clerk to provide a County of the Voters or population of the City to the Council to redraw the Wards to make it more uniform. At the present there are a few voters in the South Ward, twice as many in the middle than the South and three times as many in the North than the South. It is time to make it fair for all voters.
It used to be that the Mayor and "pave my drive free" and "no prayer here" kept the books from the other Councilmen. This Council has the obligation to the people of La Grange to change this immediately.

Every once in awhile I receive email from odd places or odd reasons. Here is an email from a person who is a retired police officer.
Mr. jbrandt@gte.net I came across the LaGrangemo website while doing a search about the German police of WWII. Keyword was "Gestapo". Your gossip page and pages and articles regarding the LaGrange police department came up and were very interesting to say the least. Let me add some observations as I have been in the law enforcement field for over 38 years. In these years I have found that there are "COPS" and there are "Police Officers". In reading the gossip pages, I can easily see that LaGrange has both. In my opinion a "COP" is one who uses his badge to demand respect that never comes. He makes arrest after arrest after arrest and he still doesn't get the respect he craves. A "Police Officer" is one who can show he knows his job, knows what needs to be done and does it. He doesn't have to make arrest after arrest to get respect, he gets his respect by respecting the people he is entrusted to "protect and to serve".
I will not make any judgment on any officer past or present with the LaGrange police department, but I will say that if just part of what you have written in the gossip pages has any truth at all, your police department needs chief that can take control and see that the "Cops" become "Police Officers".
The rest of the articles in the gossip pages have been very entertaining to say the least to me and my wife who is also a retired police officer. We have bookmarked the page for future reading, keep up the good work.

Everywhere you went today, the talk was about the hot rodding around town over the week end. Every body was complaining about the three cars running up and down Main Street as fast as they could go, making turns without signaling, harassing the patrons of the Casino and more. Oh, these weren't teenagers, they were cops. Many are surprised that the new chief hasn't put a handle on these officers yet. Maybe the Chief will take away those videos, "Cops too hot for TV".
Where oh where is R Powers, oh where oh where can he be?? Before he lied to get himself elected to the Council for the North Ward, he would be seen around town all the time. He went to fund raisers and meetings and was right out there where anyone could talk to him. Now, it seems he has joined the ranks of "no prayer here" and "pave my drive free", hide, hide, hide, where's my hole to hide in.
He made a lot of noise about being a supporter of the youth center, But, where was he last Saturday?? Other Councilmen came, visited with the people, bought something, but where oh where can little Ronnie be?? Hiding in a tree? I guess he feels that since he lied to get elected and now is voting against the people who elected him, he feels that everyone is against him. Well, not every one, he is still allowed in the Liquor Store.
The whole family had dinner at the Casino Sunday evening. The restaurant is perking up better each time we go. We had an excellent waitress named Chassie who really made sure everything was right. We got to meet our chef Sarah who really knows how to cook a good steak. I can only come up with two problems. One, is that we always get more food than we can eat at one sitting. But, it will be just as good tomorrow for lunch. The other is that the Restaurant seems to want o bring the salad and crackers with the meal.
