Boy, did I think the North end of town was gone today. Someone was putting in a trailer down on fourth street and the hitch broke and bent and the trailer fell on a gas line. All kinds of excitement.
Did the City Council screw up at the last council meeting. They voted to change the police officers from salary to hourly, with a forty hour week and over 40 being overtime. This morning from 7am to past 9am, there were two cops in two different cars following each other all over town with both radar guns going. At 3pm, there were still two cars running around town burning that $1,85 gas as fast as they could with two cops in a car. Racking up the time to get to that overtime which they now get paid time and a half.
Normal people would think that having eight police officers, there would be no way to get overtime, but wait and see. The $650,000.00 budget for the police department will really balloon now. It used to be four cops in two cars on Friday and Saturday nights on account of the drunks from the casino and bar. Now there will be three cars with two cops in a car.

The La Grange City Council held its meeting Monday night. Councilman Greisbaum was questioning a large bill from a company about concrete. the Public Works Foreman didn't know what it was and the City Administrator didn't know either. There was some talk about it amongst the council and the City Administrator changed the subject. Klinger's was at the Council seeking more money fro Bleigh construction and the City Administrator didn't know what it was for.
The Council decided to change some employees status again from salary to hourly, mostly police officers. I guess their agreement to work for so much money wasn't a good idea. What I couldn't get what the council was talking about the first responders being paid overtime over 40 hours.
The fire department has now decided that the emergency generator isn't such and emergency now. They decided they need a pump for the water truck.
The council then discussed the alley from Washington to Jefferson that is between 6th and 7th. Six people on the alley want it to stay closed on the North end. Mostly older people who have lived their for years. But two newbies who just moved in lately want to be able to drive out both ways instead of the South way and want to force the council to open the alley on the North end. according to the one south end owner, there has been many many instances of near accidents, and "children" have almost gotten hurt and a lot of other dangerous reasons and dust and.... never mind buying their property knowing they North end of the alley wasn't opened. But, who cares what the majority of the people want, right? Who cares Sam Henderson?
The Council passed another criminal ordinance making the second offense of drunk driving more expensive.
Then the City Council under a motion by Lannie Hentz, voted to allow the police officers anywhere they want. Quincy, Hannibal, Keokuk. Well, they don't support the local businesses anyhow.
The Council discussed the new contract with the City Administrator, but the City Administrator wanted to discuss it in secret session. Council agreed.
The Council changed their minds again and voted to eliminate comp time and now pay overtime. And then they discussed the working foreman or the non-working foreman, whether he is to be salary or hourly.
Then the Mayor and Council decided to kick Mary Jane around again. Millionaire Sam Henderson wants to hire someone for thousands of dollars to clean up her property. The Mayor said he has bent over backwards and forwards trying to make her pay out money she doesn't have. Millionaire Henderson thinks everyone has thousands of dollars laying around doing nothing but wait for the Council to spend it for them.
I spoke to the Council as the City Attorney told the Council they couldn't talk to me. I talked about the meeting last week in which a police officer was fired. Someone attended the secret meeting and lied to the Council by telling them the officer told me something about a case. I quickly informed the silent Mayor and Council that the officer didn't tell me anything. I called and told him what I heard from a phone call. But, some chicken-shit used the secret meeting to lie to the Council to get the officer fired.
It is too bad we have a Mayor and City Council who have to hide their actions with secret meetings.

As a long time resident of La Grange, I can remember when Henry Kramer and Aubry Cooper were the city crew. They had an old grader, an old dump truck and an old oiler. They paved almost every street in town first. They used the old oil and chip method and used the grader to smooth it out and the truck as a roller.
So, it was a great surprise that with all the men and money and equipment the city has, I see a $100,000 or more paver used as a leveler and the many man crew was oiling and chipping a street. Things haven't changed in fifty years.

Rumor has it that a police officer doesn't think he should be a good citizen in La Grange, but you have to. Rumor has it this cop that makes his own place look like a dump has a dog that he allows his chain to extend into adjoining property to go after people on the other property. Complaints to the cop and to the Mayor were received with "how dare you". So does the person defend himself from the dog and have the cop mad?
According to the Mayor's greensheets, the memorial bricks are in place, BUT, he has never said who paid for them. He keeps telling us over and over and over again how the people affected by the NEW 5th street road and everyone else here's all the complaining.
The NEW City Administrator gave his opinion on his I&I study. From what I gather, this study is to cost Several tens of thousands of dollars to test the sewer lines to see if you are letting your roof drain pipes drain into the City Sewer. KLINGNER'S, the most intelligent engineers in the whole world seems to think that this little bit of water is causing the sewer plant to go out of compliance when it rains. But, the city gave this lucrative contract to Meeco. Let's see now, a 350,000 gallon per day plant running at 30% capacity, hmmmm.
You see KLINGNER'S thinks La Grange is like St. Louis where there are houses stacked together. It will be tough for KLINGER'S to find ten homes with drains to the sewer. WHY? Sewer gas. No one in town wants to smell sewer gas coming out around their homes. BUT, Meeco will get THOUSANDS OF DOLLARS to do this study. AND guess how much it is costing YOU the taxpayer for them to find the man holes around town? You won't believe that.
While Meeco is spending thousands of you dollars looking for rain water on the hills, the Mississippi river comes up and infiltrates the downtown sewer lines. But, the best thing for the Mayor to do is harass you first.
KLINGER'S says the City needs something and the MAYOR and Council says "yes sir".
The New City Administrator is still trying to get you to answer those surveys so YOU CAN PAY MORE MONEY, so he can get his grant for you to pay. He wants everyone to give a big thanks for all the hard work putting up those new memorial bricks. Why, didn't they get paid? You bet they did.
The police report shows that the officers are getting more and more training and then training each other and more training so they can go out and run radar.
There has not been one mention of the City putting a new sewer plant in front of the new proposed restaurant and motel so they won't be able to have a river view.

Yesterday, while working around the youth center I noticed a birthday party for a kid in the city park. There were about a dozen kids or so around 10 to 12 years. There was Sam Henderson's monument to himself, the $14,000 play ground equipment on one side of the park and a large pile of dirt on the other side. Where do you think all the kids were playing? And guess what the game was? King on the mountain. Lot's of fun and lot's of dirty clothes.
How long has it been since the new city administrator been hired? Now guess how many grants he has succeeded in getting.
A person called me yesterday to ask questions about La Grange. They saw the website and wanted to know about buying a home in La Grange and moving here and what I thought about it. First off I said that I haven't moved yet and I doubt if I ever will. Just because we have some ( ) people on the City Council, the rest of the town is great. Where they proposed to buy, they will have great neighbors and a good location. It is one of those places the police drive by without much of a glance to the proposed new home. After a long talk, I think that I have convinced them that La Grange is a good place to live. But, maybe not a good place to find work or shop. I promised them that they Mayor would personally welcome them to town when they get moved in.

Thursday evening was a meeting of the new La Grange AREA Chamber of Commerce. President Ken Schutz, Vice-President Don Sherwood, Treasurer Pam Novinger, Secretary Cheryl Lowe along with Mike Lowe and I were present.
The officers discussed getting out the membership which they said they had 28 members and sent letters to 60 people. President Ken had a Contract from Attorney Dennis Smith which was to transfer the title of the La Grange Ball Park from the old defunct La Grange Chamber of Commerce to the new La Grange AREA Chamber of Commerce. The contract to transfer the property was signed by Jenny Murphy, Jim Ellison, Brad Davis and another I didn't get. Ken then stated that the "La Grange City attorney Jeff Curl" was drawing up the contract for the new La Grange Chamber of Commerce to sell the Ball Park to the City for $1,000.00. I asked what the reason for selling the park and was told that the Chamber couldn't afford to keep it up.
What are the expenses? The city pays for the mowing. The ball park association are to keep up the ball park area. What is left to spend money on? You don't understand.
The question of bidding on the old City Hall for Chamber use and for the Scouts was met with the answer that if the Chamber can't keep up the ball park, then how could the Chamber keep up the old city hall. You don't understand.
The question of the Chamber about being the sponsor of the Scouts drew a heavy response that Chamber was the Sponsor, but not the benefactor.
The Officers went on to set October 9th between 6pm and 9pm as a special get together at the Lions Hall to show everyone the contract to sell the ball park to the city. They plan to have finger food for refreshments. They are supposed to send out a letter to everyone to know about this meeting.
This new La Grange Area Chamber of Commerce passed a NEW set of by-laws. the made some notable changes in the wording, such as reducing the quorum from 8 to 5 members, so as you can see above, with the husband, they make five members.
Then, they promptly violated their own new by-laws and illegally elected themselves officers. Which clearly states that a membership committee be nominated of not less than five nor more than three members, (representing a cross section of the membership). next the committee shall present a slate of officers wiling to serve. (No one was asked outside of the fabulous five).
I asked the secretary to read the minutes of July and there was no mention in the minutes of any nomination committee, nor slate of people asked. There was not a letter sent to any member stating that new officers were to be elected or even nominated.
Therefore, with all the violations of their own newly changed charter, the election of the new officers seems to be a fraud.
One final thing, they also changed one clause that seems to be a violation of any public organization and that is. they changed the way checks are signed. Any legal normal not-for-profit organization HAS to have two signatures on all checks. But, I guess when you do business with the La Grange bank, such things can be overlooked.
If it weren't for all the crap the City Council does, it is no wonder the La Grange AREA Chamber of Commerce follows suit.

Grandma's Cupboard is now serving lunch and supper and from 11am to 7pm. She has put in hamburgers - cheeseburgers - Hot Dogs - French Fries and other sandwiches. She will add to her menu what you like. Stop in and give her some business. This will be a good place for ALL our local cops to catch a bite and support a business here in town.

Last night was Council meeting and as always Councilman Sam Henderson berated and beat up on another citizen with his smart mouth backtalk. A citizen was there complaining about how far the new street was eating into her yard. She was quickly told that the city was only in the street right away. Then the citizen talked about the tar on her car that she received unknowingly at night drove over a freshly tarred street without any warning signs. It cost her $130.00 to get all the tar removed. Sam Henderson quickly told her he drove through the same area and got some tar on his truck too. The quickly added that if the City paid to clean her car, everyone in town will want their car cleaned too. The Public Works director couldn't remember anything about that time except that he did remember tarring the street a few weeks ago.
Then the Mayor kicked Mary Jane Raleigh around. The Mayor has done this so much you would think he wanted Mary Jane out of town. This time they opened a bid to clean up the property from Jim Pierce for $4,635.00. There was gasps in the audience. The Council voted to show Mary Jane this ridiculous bid and see if she would find someone on her own. All she needs to quit eating, don't buy any more medicine, quit paying her utility bills and maybe she will be able to hire one person to help. Who will the Mayor go after next after he puts Mary Jane in the poor house? You, your neighbor or relative or friend?
Klingner's was at the Council meeting and said all of fifth street including paving will be done in ten days. HAHAHAHA.
The City opened a bid on putting in a garage door on the old City Hall that they earlier voted to sell. How dumb is that?
AND NOW WE GET TO SPENDING THE MONEY. Spend the money. Spend the money Spend the money. Here is one good example. They took bids on a 17KW, Generator for the Fire Department for $9,989.00 plus $3,500.00 for installation and a 25KW generator for the police department for $10,981.00 and $3,500.00 to install it. The Mayor and Council are worried that another tornado might come through Canton again. Some might question of what kind of electrical equipment is in the Police and Fire stations that would demand that much power. 25KW will power over 100 computers with three refrigerators and 2 microwave ovens.
THEN, the fire department came up with a new one. The have decided that since we haven't had a house fire since Dickerson's last winter, that the tanker truck only has a 1000 gal water tank. And since it took them over 30 minutes to get a hose off the fire truck to put water on the fire, they NOW NEED a 2000 gal tank. For only a bargain price of $18,000.00.. And since there is money in the budget that has to last until June of next year, SPEND THE MONEY.
Councilman Sam Henderson changed his mind again. Kinda like John KERRY. And, the Mayor questioned him about it, he got his back up and started in on the Mayor. Makes one wonder why the Mayor takes all his crap.

The bricks with the people's names on them have been placed at City Hall. It was surprising as to how few there are. It was put out when they were sold that there were a lot of donors. This also brings the question as to what happened to the money all these years and who actually paid for them.
The La Grange Methodist Church put on a great hog roast last evening. We got to meet up with a lot of great people from town. I noticed one councilman there, but he was a part of the church. Didn't see the Mayor. But several people commented on the dirty streets. Some were thankful it didn't rain as the mud would have been terrible. You would have thought that a good councilman would have had the city sweep the streets off the day before. But, it wouldn't have been a monument to himself.
Everyone can thank Mike and Cheryl Lowe, Ken Shuetz, and Pam Novinger for their effort of selling out the ball park. They should also be thanked for not trying to get the old city hall for the Chamber and the Scouts. They are complaining that they can not get members to renew their memberships or get any new members and don't understand why. They won't consider the idea that the people don't want to be a part of the ruination of the Chamber and the Scouts.
I wrote a letter the editor of the Press News Journal about what the City Council is doing to the people of La Grange. And later I ate at a restaurant in Canton and everyone there was having a great laugh at the City Council wanting to put the sewer plant in front of a new proposed motel and restaurant blocking their view of the river.
You should take a ride around town and see the new wider street from 5th street south up the hill. It looks like the property owners will need goats to keep the weeds off those banks.

The City is just about down with the new shelter house and sidewalk to the mineral well they just about stopped from running. It is going to look real nice.
Can the Mayor tell us why he needs two to four officers on a night? Or even during the day?

You can sure tell that this was a holiday weekend. The LAPD was out in force to make sure no one made it through La Grange without their blessing. Stop after Stop after Stop, day and night and early in in the morning. But, the Mayor "knows nothing" like Sgt Schultz. When Friday evening comes, he packs up and leaves town every weekend so no one can call him and complain. The City had a city wide yard sale and the police used two cars and four officers to get them all. The same thing with Appreciation Days. Just watch, see for yourself, every time there is some kind of a fund raiser or activity, count the police cars and officers on duty.
The St. Louis paper had a weeks worth of news regarding board members being paid twice for going to the same meetings. They have nothing on La Grange, the Mayor and City Councilmen have been double dipping for a long time. The Council gets $400 a year and the Mayor $1,400 a year to attend council meetings and committee meetings. Then they voted to pay themselves again to attend the same meetings. The Mayor gets another $50.00 for each Council meeting and $40.00 for each committee meeting. The Council voted to pay themselves again the same way. $40.00 for each Council meeting and $30.00 for each committee meeting. And you, the people get to pay and pay and pay.
So, can anyone tell me how many grants the City Administrator which was hired as the great grant writer, got for the City to date??

Every week there is a little ad from "Concerned Citizens" about the President of the United States. But the Treasurer of this organization "Tony Cottrell", son of Roger and Nancy Cottrell of La Grange Missouri doesn't put in his advertisements how he adores Michael Moore, and that he sees Communist Foreigner George Soros as his HERO. He doesn't say a word about his hero KERRY's two tours of duty and how four months in Vietnam gets to be two tours. Or how his hero spent the other time of his service. He talked about the President and his so called missing 7 months but doesn't want you to know what KERRY did all those missing months after his 4 months of service. His other hero is John Edwards, but he doesn't want you to know how John Edwards who filed a lawsuit against a medical and stood up in court and told the jury that the dead little girl was talking to him and wanted him to sue the pants off everyone. Tony Cottrell has to be proud to stand up for partial birth abortion, where they pull a nine month old baby partially out of the womb, all except the head and then poke a large needle in the baby's brain and suck it out, killing the baby. He is one good Christian and his family must be proud. He will most certainly be proud that if his heros get elected that the farm subsidies will dry up, his parents will pay more taxes, the tax relief passed by President Bush will be rescinded, well just like Councilman Sam Henderson and Lannies Heintze did to the people of La Grange. Roger and Nancy have to be proud that their son considers Michael Moore his hero.
WORM_BAGLE.AI usually arrives via email packaged as a .ZIP compressed file. Similar to WORM_BAGLE.AC, this worm does not directly send itself via email to target recipients as an email attachment. It has an HTML script component that executes it, and a Trojan component that downloads it as a .JPG file from certain sites. The downloaded files are then saved as _re_file.exe in the Windows folder. As of this writing, however, the download sites are either down or non-existent. This worm also terminates certain antivirus processes. On Windows 2000, XP and 2003, it stops and disables the Internet Connection Firewall (ICF)/Internet Connection Sharing (ICS) service. This BAGLE variant is currently spreading in-the-wild and infecting computers running Windows 95, 98, ME, NT, 2000, and XP.
Upon execution, it drops a copy of itself as DORIOT.EXE in the Windows system folder, and also drops a Trojan downloader component GDQFW.EXE in the same folder. To allow it to automaticly execute at every Windows startup, this worm creates two autorun registry entries.
This worm has a Trojan downloader component that downloads approximately 131 files and saves them as _re_file.exe in the Windows folder. The Trojan downloader component also creates a thread that terminates several processes every second. These processes it terminates are mostly associated with antivirus applications.

I received many replies asking about virus and such, so here are some recommendations I have. Since I have been building computers since 1987, I have tried almost every program that what is called diagnostic and virus related. I tried macafee and found I still got hit. I tried every program Norton / Symantec put out. All it did was tie up my computer and slowed it downed so I couldn't get anything done. I then tried PCcillin by Trend-Micro. It doesn't screw up my computer. It doesn't interfere with my network and I don't get any viruses. I use Adaware and run it every other day or so.
I also tried every computer and hard disk program to fix computer problems. I tried Norton utilities, Hard drive mechanic and all the others and found that Fix-it Utilities by Vcom does it best and does NOT screw up your computer. More later.

It has been very dull in La Grange lately. The City crew have been working on the shelter house sidewalk to the dwindling mineral well. By the time they get it all done, the well be just a drip.
We had so much rain the other day, it is the first time my ponds looked like they were going to run over in over five years.
My shop has been full of computers with problems with virus and trojans and other types of computer bugs. The people need to know that Bonzi Buddy, Gonzo, The weather bug, are some of the many types of bugs that will screw up your computer. The talking parrot keeps your internet running for its own use and slows your searches down.
Most of the slowing of your computer is the amount of junk it collects on the net. Most windows cleaners just don't get it all. You need to use windows explorer and scroll down to windows, the scroll to cookies and delete all those cookies. One computer had thousands of cookies.
You also need to scroll on down to TEMP files and delete all those files. And then go to Temporary Internet and delete all those files. Under Temporary Internet, there is ContentIE.5. Leave that directory or folder, but delete all those folders that just have jumbled letters as names. This will help speed up your computer.
One more thing. Do a search for ADAWARE. Adaware, is the ONLY program that does NOT have any trojans in it. Download Adaware and use it ever few days. Once it finds all those spyware programs, go to next, check every one, and go to next and delete ALL of them.
I hope this helps make your computer run faster and better.
